Umm, that is blatant helmet-to-helmet. Not only is it helmet-to-helmet, Uale launches himself (notice: both feet off the ground) targeting Christopher's head. The officials who did not throw the flag either weren't watching the play, incompetent, ignorant, or bought off.
RULE 9 SECTION 1 ARTICLE 3. No player shall target and initiate contact against an opponent with the crown (top) of his helmet. When in question, it is a foul. (Rule 9-6.)
Besides, even if Uale didn't lead with his head and hit Christopher with his shoulder, it is still a foul.
RULE 9 SECTION 1 ARTICLE 4. No player shall target and initiate contact to the head or neck area of a defenseless opponent with the helmet, forearm, elbow or shoulder. When in question, it is a foul (Rules 2-27-14 and 9-6).
That is the kind of stuff that ends careers. Uale is lucky he can walk.
