So, first of all, this law in Florida went into effect in July of 2011... as of August they had tested 40 applicants, with 2 of those applicants not passing. At the time the cost was at least $1,140. The savings of the 2 was less than $240 a month.
Hardly sample data anyway...
My source is those bastians of conservativism, the ACLU.
Even looking at other sources, in the 6 months this would have been enacted, at a generally agreed upon cost of test at $30 that gets reimbursed by the state if the user passes, that would mean that almost 6 million people would have had to take the drug test and passed in 6 months to reach $178M figure.
The population of Florida is 18.5 M.
If 1/3 of the population of Florida filed for unemployment benefits in the past 6 months, they've got lots more to worry about than the cost of drug screening.
